About the Job:
This Environmental Manager 2 position exists within the Probabilistic Monitoring Section, Watershed Assessment and Planning Branch, Office of Water Quality, Indiana Department of Environmental Management (IDEM). The person serves as a specialist in environmental science, especially aquatic ecology, and is skillful in work groups focused on production of quality deliverables. Performs field, laboratory, and office duties described in IDEM's Water Quality Monitoring Strategy for probabilistic and targeted projects, especially in the areas of fish community assessment, habitat evaluations, stressor identification, bacteriological sampling, or looking for improvements following implementation of a watershed plan. Enters, QA/QCs, and interprets data from these programs and communicates the data and information to a wide variety of customers using verbal, electronic, and writing techniques. Serves as a resource person for IDEM staff and the public as an environmental scientist generally familiar with other IDEM programs as well as a specialist for the ones already described. Reports to the Probabilistic Monitoring Section Chief.
Note: this role requires travel 50-75% of the time, primarily in-state.
A Day in the Life:
The essential functions of this roles are as follows:
- Conducts or assists with field reconnaissance to access, evaluate, and enter data for potential sampling sites
- Taxonomic identification of aquatic organisms and training others to use taxonomic keys
- Writing and reviewing standard operating procedures (SOPs)
- Preparation of sampling and analysis workplans
- Coordinate and lead workshops for chemical, physical, or biological assessments
- Serves as field crew member or leader responsible for coordinating and conducting chemical, physical, and biological assessments for the Branch
- Ability to recognize potentially dangerous situations and take appropriate action to solve problems
- Ensuring compliance with SOPs and Quality Assurance Project Plans
- Database management in the context of data entry, quality control measures, and data retrieval
- Analysis and interpretation of data for Integrated Water Quality Monitoring Assessment Report
- Preparation and delivery of outreach materials (PowerPoint presentations, posters, letters, data requests, newsletter submissions, etc.)
- Participation in specialized committees, workshops, or training opportunities
- Conduct special projects for biological, limnological and ecological studies in lakes, rivers and streams and interprets the results for state regulatory programs, lake classification programs, toxic programs and special investigations;
- Researches technical literature and organizes and maintains a library of reference material
- Conducts equipment maintenance and repairs, writes requisitions for new equipment
- Prepares written reports or summaries of monitoring projects that are accurate in content and adhere to acceptable standards of grammar usage, spelling, and punctuation
- Assists in the review, revision and development of Water Quality Standards for the state
- Responds to inquiries, comments and/or questions from citizens, regulated communities, environmental groups, attorneys, engineers and government officials
- Maintain required certifications and licenses such as: Indiana Motor Vehicle Operator's License, Indiana Department of Natural Resources (IDNR) Scientific Purposes License to collect aquatic organisms, adult cardiopulmonary resuscitation and community first aid, IDNR boat safety course and health and safety issues including yearly safety refresher, SDS, and SOP reviews.
- Participates and contributes necessary time and effort to complete the Branch’s responsibilities regarding special projects such as Virtual File Cabinet (VFC), TEMPO Database and the Customer Service Initiative;
- Supervises in supervisor's absence;
- Performs related duties as assigned.

What You'll Need for Success:
- Knowledge and skill typically acquired through a graduate education in natural, physical, biological or environmental science; or a Baccalaureate degree in similar area plus considerable experience in a related area;
- Broad knowledge of theories, environmental protection principles and practices, specialty area and program area;
- Thorough knowledge of chemistry, biology, hydrology, mathematics, and other environmental sciences as they relate to program area;
- Thorough knowledge of biological, ecological and limnological systems affected by Agency actions and ability to study and analyze these systems;
- Thorough knowledge of chemical, physical, and biological sampling methodology, including sampling specialty medias such as sediment and fish tissue, laboratory analysis and interpretation as it relates to program area;
- Specialized and thorough working knowledge of Federal, State and local water pollution control and water quality laws, regulations, and policies such as the Clean Water Act (CWA), U.S. EPA guidelines pertaining to surface water rules, regulations and monitoring plus State of Indiana Water Rules and Regulations;
- Ability to conceptualize, coordinate, implement and conduct surveys, investigations of waterbodies, review projects, read plans, interpret findings and make recommendations;
- Thorough knowledge of Department of Environmental Management organization, function, policies, and procedures as they relate to assigned area;
- Ability to effectively interact and orally communicate with parties having diverse levels of environmental expertise, particularly for purposes of meetings and negotiating critically sensitive issues;
- Ability to develop and define procedures and accomplish objectives within the appropriate and established deadlines.

- This role does not provide direct supervision to direct reports.
