POSITION SUMMARY:
Under administrative direction, plans, assigns, schedules, monitors, reviews and leads the work of others including other employees, contractors and consultants engaged in assessing environmental impact issues and ensuring compliance with federal, state and local environmental laws and regulations. Interprets laws and regulations and assists in guiding the organization in developing sound environmental practices to oversee the support of JEA's efforts to excel in environmental stewardship. Job requires in-depth knowledge of federal, state and local environmental laws and regulations, and environmental theories, concepts, principles and practices sufficient to perform a challenging range of complex, technical functions. Guidelines are available but have gaps in specificity requiring judgment in interpreting, analyzing and adapting methods, techniques and procedures to specific cases or problems. Initiative and resourcefulness are required to develop new methods and techniques. Solves complex problems within established parameters and recommends responses to new, unusual or unique circumstances and situations. Completed work is evaluated periodically for effectiveness in meeting requirements or specified results. Regular contact with individuals in leadership positions, both inside and outside the organization, is required to clarify and provide complex technical information, advise on critical environmental impact issues, and influence and persuade others to comply with environmental policies, procedures and regulations.
EXAMPLES OF WORK:
- Preparing applications and negotiating favorable permit terms for local/state/federal wetlands, wildlife, environmental resource, submerged lands and stormwater permits
- Performing field wetland delineations and monitoring and wildlife surveys and preparing associated agency reports
- Oversee day to day operation of utility owned mitigation banks and negotiate mitigation requirements and obtain credits when necessary for utility projects.
- Plans, assigns, schedules, monitors, reviews and leads the work of other employees, contractors and consultants.
- Oversees environmental reviews and audits to ensure compliance with federal, state and local environmental laws and regulations.
- Negotiates federal, state and local environmental permit conditions for JEA facilities or projects.
- Interprets environmental regulations and directs compliance activities at utility operations to ensure applicable regulatory requirements are being met.
- Reviews JEA practices, policies and procedures to ensure compliance with federal, state and local environmental regulations.
- Directs environmental studies as required by regulatory permits to monitor or regulate JEA activities.
- Develops operating standards and associated protocols for minimizing environmental impacts.
- Conducts research and analyses of environmental data and regulations to prepare impact analyses and compliance reports and to assist organizational leadership in tracking environmental issues.
- Monitors and participates in environmental agency meetings and hearings.
- Evaluates operational or construction activities that may require compliance with regulatory requirements to ensure that sound environmental practices are being followed.
- Administers environmental compliance programs as required by permit, regulatory mandate or environmental rules.
- Incorporates budgetary considerations in project management activities and demonstrates accountability for budgetary impacts.
- May be required to operate a marine vessel/boat for specific assignments.
- Performs other job-related work as assigned.
OPEN REQUIREMENTS:
Bachelor of Science degree in Natural Science, Chemistry, Biology, Zoology, Environmental Science or a related field and four (4) years professional environmental experience which must include two (2) years experience in researching and analyzing data to assess environmental issues or impacts for an electric, water or wastewater utility in a regulatory capacity.

Eight (8) year combination of education, training, and professional environmental experience which must include two (2) years experience in researching and analyzing data to assess environmental issues or impacts for an electric, water, or wastewater utility in a regulatory capacity and the successful completion of thirty two (32) semester hours of college level coursework in Natural or Physical Sciences or a related field.
LICENSING/CERTIFICATION/REGISTRATION:
A valid drivers license is required prior to employment and must be maintained during employment in this classification.
