About the Position: Serves as Environmental Analysis and National Environmental Policy Act (NEPA) Compliance Section Chief, a technical staff element in Planning, Programs, and Project Management Branch with primary responsibility for the formulation, evaluation, coordination and management of Ecosystem Restoration, cultural resources, NEPA compliance and other special studies and research as assigned.

Salary: $94,373 - $122,683 per year

Duties

  • Plan work to be accomplished by subordinates; manages short-term priorities; and assigns work to subordinates based on priorities and consideration of the individual employee's capabilities and difficulty of the assignment.
  • Ensure that the workforce is appropriately recruited, selected, developed, utilized, appraised, and recognized. Respects, understands, values, and seeks out individual differences
  • Provide interpretation and explanation of applicable environmental laws, regulations, and guidance relative to Federal involvement in water resource projects and implementation of non-Federal projects.
  • Provide technical oversight during the conduct of the work, in particular development of Environmental Assessments and Environmental Impact Statements.
  • Check completed work for adequacy, soundness of judgment, and compliance with laws, Executive Orders (EOs), and agency guidance.
  • Study, evaluate, adapt or develop new analytical techniques/strategies for application to District environmental programs and projects consistent with current guidance.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience requirements listed below:

Specialized Experience-One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: Managing or leading Civil Works Planning processes. Applying a wide array of policies in planning, coordinating, and communicating across all levels and disciplines of an organization. Assuring compliance with a wide variety of Civil Works planning policies and procedures, in particular related to environmental requirements. Managing resources and budgets to maximize productivity and teamwork. Display team leadership presenting information to wide audiences including the public, agencies, and government officials.
